Repayable Finance Director, CRF (EIN10)

Contract: Permanent, working 35 hours per week (Arts Council also recognises the benefit of flexible working as a valued part of the way we work, and welcome applications from individuals who require flexibility)

Salary: £70,000 - £80,000 per annum plus benefits including a final salary pension scheme, generous annual leave, and flexible and hybrid working.

The COVID-19 pandemic placed enormous strain on the arts and culture sector, as many organisations were forced to close for prolonged periods. In response, the Department for Culture, Media and Sport (DCMS) established the Culture Recovery Fund (CRF), a diverse package of funding measures designed to support England’s cultural sector. A proportion of this support, £250 million, was provided in the form of 37 loans repayable for up to 25 years. These loans are administered, monitored, and repayments received by Arts Council England (ACE), acting as loan agent on behalf of DCMS.

You will be responsible for all aspects of Arts Council’s management of the CRF loans portfolio. You will be the principal contact with DCMS and will be required to meet with them regularly to report on a range of CRF loans portfolio issues and activities including formal portfolio reviews, loan reprofile recommendations, commissioning of external legal and financial advice, loans management process and systems. You will provide assurance to DCMS that the loans portfolio is being competently managed and that the risk that any of the loans defaults is minimised.
