Overview

  • BII has developed a set of tools to deliver against development goals, through innovative finance mechanisms such as impact-linked incentives, blended finance, catalytic capital partnerships and catalytic capital facilities defined by key parameters around impact, risk, and return.
  • The core objective of this role is ensuring BII is delivering on the £240m Climate Innovation Facility (“CIF”) funded by FCDO for the 2022-2026 strategy period. In addition, the role will lead execution of Infrastructure & Climate (“I&C”) deals the within the Africa Resilience Investment Facility (“ARIF”), as well as the development of Innovative Finance products.
  • The individual in this role (and their team) will work closely with their counterpart in the ITS group to deliver on both CIF and ARIF, and also with the Capital Solutions team in OCIO on facility management, governance, reporting and monitoring, evaluation and learning.

 

Responsibilities

  • Management of CIF in line with objectives of the facility:
  1. Ensure BII is delivering against the corporate objectives on CIF including:
    • Implementing investment strategy
    • Ensuring commitment pace across sector groups is achieved in line with goals, including annual deployment targets and impact objectives
  2. Act as Deal Lead on CIF transactions in I&C and work alongside investment team colleagues blending Kinetic with Catalyst and/or Growth capital.
  3. Partner with Innovative Finance teams in other sector groups who may be leading or portfolio managing CIF transactions to ensure alignment of the wider pipeline and portfolio across sector groups with investment strategy.
  4. Ensure accurate pipeline reporting in partnership with Capital Solutions to manage coordinated promissory note drawdown across the collection of funded facilities.
  5. Support accurate quarterly financial and impact performance reporting, and feed learnings from monitoring & evaluation back into investment strategy.
  • Support ARIF pipeline and portfolio management for I&C group
  1. Lead investments under the ARIF facility to the extent these sit within I&C.
  • Leadership on Innovative Finance product development
  1. Support internal education and learning for investment teams, investment committee members and executive/non-executive management on innovative finance.
  2. Contribute to external thought leadership on innovative finance and bring external best practice into BII.

 

The Candidate

Background, skills, motivation

  • Extensive investment experience in international development or impact investment in emerging markets, with deep structuring expertise across products (debt and funds in particular)
  • Experience in blended finance, concessional finance or innovative finance
  • Creative in developing investment strategies driven by needs/opportunities for impact in the market
  • Persuasive, able to influence at c-suite/board level and be respected as a peer by heads of investment teams
  • Strong written and verbal communication skills; able to distil complex subjects into clear presentation for a variety of audiences
  • Innovative and entrepreneurial spirit. Comfort with pioneering a path where none exists. Equally, able to prioritise and focus energy on key outcomes.
  • Able to provide leadership in a matrix setting and work effectively across teams
