Travel: Approximately 12 weeks per year within South Sudan 

Job Profile 

The Programme Quality Coordinator provides specialist technical support and coordination for programme quality and Monitoring, Evaluation, Accountability and Learning (MEAL) across CAFOD & Trócaire in Partnership (CTP) South Sudan. Reporting to the Head of Programmes, the role works with programme teams, partners and technical advisers to support programmes to meet organisational quality standards, donor requirements and agreed frameworks. The post holder strengthens community accountability, generates credible evidence, promotes learning and supports the use of monitoring findings in programme decisions and future design. 

Within priorities and frameworks agreed with the Head of Programmes, the role coordinates implementation and routine review of country MEAL systems, assessments and evaluations, data quality, technical learning and MEAL and programme-quality capacity strengthening. It works alongside the Programme Officer - Partnership and Programme Administration, who leads partnership administration, WebPromise, broader partner-capacity coordination and administrative compliance follow-up. The role supports programme-quality assurance for Safe, Accessible, Dignified and Inclusive (SADI) programming, working closely with the designated CTP Safeguarding Focal Point and technical sector leads, including the Protection and Women Empowerment Officer. Sector specialists retain technical leadership for programme content and implementation in their respective areas. The role also coordinates with relevant country, regional and head-office teams and will includes responsibility for managing direct reportsThe ideal candidate combines strong technical MEAL expertise with sound judgement, a collaborative approach and substantial experience supporting partner-led programmes in complex and conflict-affected settings. 

Key Responsibilities 

Programme quality and MEAL systems (30%) 

  • Coordinate implementation and routine review of the agreed country MEAL system, quality standards, indicator tracking tables, reporting schedules and monitoring tools; analyse monitoring data across programmes, identify quality gaps, recommend corrective actions for approval by programme management and follow up agreed actions with teams and partners. 

  • Provide technical support for programme design and review, including theories of change, logical frameworks, results frameworks, indicators and MEAL plans and budgets, informed by needs assessments, context analysis and prior learning. 

  • Support teams and partners to translate approved designs into effective monitoring and reporting systems and provide technical review of programme design, monitoring, evidence and reporting against organisational policies, donor requirements, programme cycle management standards and the Core Humanitarian Standard. Escalate significant quality concerns through the Head of Programmes. Coordinate with the Programme Officer - Partnership and Programme Administration on administrative grant-management and partner-compliance follow-up, and with technical advisers and sector leads on consistent technical standards and implementation. 

Monitoring, assessments, evaluations and data quality (25%) 

  • Coordinate assessments and evaluations using agreed methodologies and quality standards, including baselines, midterm and endline studies, post-distribution monitoring, impact monitoring, knowledge, attitudes and practices surveys, market and post-harvest assessments and safety audits. Work with sector specialists, who lead technical content and support field implementation in their respective areas, and provide MEAL technical support during emergency and anticipatory-action responses. 

  • Select, adapt and apply appropriate methodologies, sampling approaches, data-collection tools and analysis frameworks within agreed organisational and technical standards, seeking approval from the Head of Programmes or relevant technical adviser for significant methodological changes; recruit, train and oversee enumerators; ensure ethical data collection, informed consent and confidentiality; ensure that any protection or safeguarding concerns are immediately referred through established procedures; and oversee KoboToolboxCommCare and related databases and dashboards. 

  • Conduct data-quality checks and results verification; consolidate reach and results data with correct aggregation and disaggregation and without double-counting; analyse and communicate findings; review consultant deliverables and escalate significant quality issues; and ensure evidence is traceable, disseminated and used. 

Accountability, SADI and inclusion (15%) 

  • Support programme-quality assurance for SADI and accountability to affected people, including monitoring the integration of protection, gender, disability inclusion and conflict sensitivity throughout the programme cycle. Work closely with the designated CTP Safeguarding Focal Point and technical sector leads, who retain responsibility for safeguarding case handling and specialist protection, GBV, gender and women's empowerment guidance. 

  • Strengthen accessible, confidential and safe partner feedback and complaints mechanisms; monitor anonymised trends and support timely organisational follow-up. Ensure that concerns relating to safeguarding, sexual exploitation and abuse, or fraud are immediately referred to the designated focal point or responsible function through established procedures. 

  • Promote meaningful community participation in programme design, targeting, monitoring and review; ensure monitoring tools capture participation, access, safety and awareness of feedback channels; and ensure that data handling meets protection and confidentiality requirements. 

The role supports programme teams and partners to ensure that programming is safe, accessible, dignified and inclusive, providing ongoing technical support and follow-up in this area. 

Learning, evidence and reporting (10%) 

  • Support implementation of the agreed programme-quality learning agenda and facilitate technical after-action reviews, reflection meetings and learning events. Work with the Programme Officer - Partnership and Programme Administration to coordinate partner participation and capture partner feedback and priorities. 

  • Quality-assure the documentation and sharing of lessons, good practice and case studies, ensuring that evidence is credible and that learning informs programme adaptation, management responses to evaluations and future design. 

  • Review programme and donor reports for accuracy and alignment with indicators and targets; produce programme-results, data-quality and learning dashboards and learning products; provide evidence for cross-partner learning processes; and contribute credible evidence to communications, fundraising and advocacy. 

MEAL and programme-quality capacity strengthening (15%) 

  • Assess partner MEAL and programme-quality systems against agreed standards and provide technical recommendations for inclusion in broader partner-led capacity-strengthening plans coordinated by the Programme Officer - Partnership and Programme Administration. Track implementation of agreed MEAL, data-quality, accountability and reporting actions. 

  • Provide training, mentoring and technical accompaniment on MEAL, data quality, accountability and reporting; facilitate regular learning sessions for partner MEAL focal points and ensure partners have the necessary tools and templates. Ensure that technical actions are incorporated into broader partner capacity plans and coordinate with sector specialists when support requires protection, GBV, gender, disability inclusion or other specialist technical content. 

  • Contribute programme-quality evidence, learning and technical recommendations to partnership portfolio reviews and partner learning and networking processes led by the Programme Officer - Partnership and Programme Administration. 

Coordination, representation and people management (5%) 

  • Coordinate programme-quality and MEAL activities with country, regional and head-office teams; participate in relevant MEAL, accountability, SADI and programme-quality coordination forums as delegated by the Head of Programmes, providing technical input on behalf of CTP without authority to make organisational, contractual or strategic commitments; and maintain constructive technical relationships relevant to these areas with government, Caritas agencies, Church partners, peer organisations and other stakeholders. General partnership relationship management, sector cluster and sub-cluster representation remain with the designated focal points. 

  • Conduct regular field visits, monitor the operating context and contribute to organisational risk analysis and safe programme implementation; undertake other relevant duties assigned by the Head of Programmes. 

 

Safeguarding 

All CAFOD staff share responsibility to promote and maintain a strong safeguarding culture, including identifying the key actions they should take given their role and responsibilities. The post holder must report safeguarding concerns through established channels and cooperate with the designated CTP Safeguarding Focal Point. This role does not hold safeguarding focal-point or case-management responsibility.

Job Specific Competencies 

Essential 

  • A degree in monitoring and evaluation, statistics, economics, development studies, social sciences or a related field, together with relevant professional training or certification in MEAL. 

  • At least five years of relevant experience in programme quality, MEAL or programme management, including substantial experience implementing and coordinating MEAL systems and supervising staff. 

  • A strong track record of operating and adapting results-based MEAL systems, including theories of change, logical frameworks, results frameworks, indicators, monitoring plans and data-quality controls. 

  • Demonstrated experience applying quantitative and qualitative assessment and evaluation methodologies, including sampling, ethical digital data collection, data cleaning, analysis, visualisation and report writing. 

  • Strong working knowledge of KoboToolboxCommCare, Microsoft Excel and related data-management tools, including experience in data-quality assessment and results verification. 

  • Substantial experience supporting partner-delivered humanitarian, development or peacebuilding programmes in conflict-affected or complex settings and strengthening the capacity of local and national partner organisations. 

  • Sound knowledge of accountability to affected people, the Core Humanitarian Standard, safeguarding roles and referral pathways, protection, gender and disability inclusion, donor compliance and programme cycle management. 

  • Strong written and spoken English, including the ability to produce and quality-assure clear technical and donor reports. 

  • Willingness and ability to travel regularly within South Sudan, including to insecure environments, and to apply appropriate personal and organisational security measures. 

Desirable 

  • A postgraduate qualification in a relevant field. 

  • Experience working with Catholic, Church or other faith-based partners. 

  • Knowledge of peacebuilding, conflict sensitivity, resilience and anticipatory-action programming. 

  • Experience with Microsoft Power BI, SPSS, Stata, R or similar tools; managing consultants and evaluations; participating in inter-agency MEAL or accountability coordination; or supporting security and risk management.
