Background

CAFOD is the official development and international cooperation agency of the Catholic Church in England and Wales. Founded in 1962 to fight poverty and injustice, CAFOD has been working in the Andes region for over 50 years. Our international aid and emergency programmes at the global level are based on an Integral Ecology Programme Model, in which programme strategies are developed in partnership with local organisations to address and tackle the causes and symptoms of poverty, injustice, inequality and environmental degradation. CAFOD's values of solidarity, compassion, dignity and stewardship are expressed through a model of partnership, giving priority to local leadership.

In the Andes region, our partners, both Church-linked and other civil society organisations, work on projects and programmes that seek to promote good governance and peacebuilding, sustainable and resilient livelihoods and food security, socioenvironmental justice, human rights and climate adaptation, ensuring safeguarding, accessible, dignified and inclusive long-term programming with disadvantaged groups, like marginalised women, children and indigenous peoples, their families and communities, responding to the climate and humanitarian crisis. We are an organisation that works alongside and supports local civil society partners who lead on programme priorities, design and implementation.

To support the smooth running of CAFOD's cooperation programmes and projects, CAFOD is looking for a Consultant based in Peru to provide part-time programme support to our partners and team in the Andes region, including Peru. The Consultant will be part of a small team to accompany these programmes and our partners in the region. This is a mid-level, support role focused on administrative, financial, and project coordination tasks.

Objectives of the Consultancy

The individual consultant will provide programme support services to CAFOD's Andes programme and cooperation projects with our local partner organisations in Peru, Colombia and Bolivia, including:

  • Andes Team Programme Support (finance, admin, coordination, logistics and comms)
  • Andes Grant Administration and Project Compliance Support
  • Partner and Project management and Monitoring Support, with a focus on Peru.
  • Donor Reporting and Funding Support


The consultancy is for 12 months part-time (12 days/month) with a fixed daily rate. The individual consultant is required to be fluent in English.

Contract Duration

The contract will be a professional services contract for a duration of 144 days- equivalent to twelve (12) months working an average of 12 days per month. The consultant’s working days and hours will be agreed upon in advance and coordinated with the programme team to ensure effective collaboration and project delivery, while respecting the independent nature of the consultancy arrangement.

Location

This consultancy will be based in Lima, Peru, working remotely. The Consultant will require travel and follow-up visits to CAFOD partners in Peru and possibly the Andes region, agreed in advance with Andes Programme management.

Deliverables

Under the supervision of CAFOD's Andes Management, the Andes Programme Support Officer Consultant will deliver the following support services:

 

5.1. Andes Team Programme Support (Finance, Administration, Coordination and Communications):

  • Financial monitoring and expense support: In cooperation with Andes Programme Management and Finance colleagues, assist with budget monitoring (including Budget vs Actual and expenditure tracking), contributing to annual planning and reviews, reconciling financial data, and processing expenses, invoices, and procurement, as required.
  • Team Administration: Provide administrative support for specific tasks (diary management, filing, databases), organise and support the preparation and follow-up of team meetings (agendas, minutes, actions), assist in managing the team calendar (internal meetings), contribute to maintaining team organisation systems (document tracking), and respond to funding requests as directed. Arrange travel and logistics for partners and visitors, support meetings and partner exchanges, and assist with trip preparations as needed.
  • Team Planning and Coordination: Support team mid-year and annual organisational planning/reporting processes, support volunteer and new staff induction as requested, serve as a designated point of contact for CAFOD internal queries on specific issues, and represent the team in CAFOD internal meetings when asked.
  • Team Documents and Information Management: Assist in the efficient management of information systems (SharePoint, WebPromise, MS Teams), support SharePoint housekeeping, and manage, save and file documents online.
  • Communications Support: Support dissemination of regional updates and internal comms, coordinate team communications (articles, case studies, videos, talks), and provide English-Spanish interpretation/translation for partner/CAFOD materials as required for specific projects.

5.2. Grant Administration and Compliance Support:

  • Grant & project compliance and payments: Support the Andes team and Finance colleagues as requested in preparing Andes project operational and micro-grant approvals, saving project and partner documents to the WebPromise grants database and SharePoint, processing payments and agreements, tracking due payments and reports, and prepare documentation for evaluations, audits and donor reporting.

5.3. Partner and Project Management:

  • Partner Support & Coordination: Accompany and support the management of programmes and projects supported by CAFOD in the Andes, especially Peru (with Andes Programme Management support). Help sustain and manage relationships with specific CAFOD partner organisations in Peru in line with principles and standards set out in CAFOD’s partnership policy. Support context and risk analysis in Peru, and maintain partner/project records.
  • Project Management & M&E: Appraise/review proposals, analyse project reports (narrative, financial, audits), manage grant monitoring/approvals on WebPromise, conduct partner monitoring visits (project monitoring, due diligence, capacity strengthening), support project effective implementation and monitoring, evaluation and learning (M&E) (regional donor reports, outcome harvesting), and coordinate partner workshops/meetings (agendas, papers, attendance lists).
  • Programme Quality Support (SADI): Work closely with CAFOD staff, other consultants and partners in the Andes region to ensure that principles and policies of safeguarding, accessibility, dignity and inclusion (SADI) are developed and implemented. Track compliance for SADI, safeguarding and financial assessments. For partners managed, and on request by team, support the completion/follow up of specific programme quality assessments for Andes partners and facilitate capacity strengthening support. 

5.4. Funding / Donor Support:

  • Funding Development & Engagement: Assist with the development of funding proposals (including partner-led, development and emergency response), develop applications to major donors, support donor relationship management, scope potential donor funding prospects, and support delivery of bi-annual donor presentations/meetings and regular updates, in coordination with CAFOD colleagues.
  • Donor Reporting & Compliance: Lead on regional donor reporting (narrative/financial), coordinating team input, track project funding/expenditure/donor compliance, and coordinate/communicate impact stories/case studies.

 

Note: The list is not exhaustive and there may be other deliverables that are relevant and appropriate to provide the service.

Expected outputs:

The Consultant is expected to deliver:

  • Efficient and accurate financial management and reporting support for regional activities and partner grants.
  • Well-organised administrative, coordination, and logistical support for the regional team and partners.
  • Effective grant administration and compliance within the region.
  • Strong support for partner relationships and project management.
  • Evaluation of current partner work supported and priorities for future donor proposal identified with partners.
  • Contribution to regional funding development, including donor mid-year, annual and final reports produced and presented in July and April.
  • Bi-annual partner monitoring visits and ongoing monitoring and evaluation conducted for partners managed.

Consultant requirements

Languages:  

  • Fluency in Spanish and English (bilingual/advanced level, written and spoken).

Experience & Qualifications:

Experience:

  • Proven professional experience (3-5 years) providing programme support, administration, financial management or project assistance in the development and/or humanitarian sector in the Andes region.
  • Demonstrated experience in financial management and budget tracking, including supporting budget management, financial monitoring, use of reporting systems and procedures, data entry, expenditure tracking, and preparing financial reports.
  • Providing effective administrative, organisational and logistical support to teams and partner organisations.
  • Partner relationship management and project monitoring, including partnership and participatory processes with civil society organisations in the Andes region.
  • Experience in proposal development and contract management with donors.
  • Familiarity with programme quality standards, safeguarding and differential approaches (ethnic, gender, territorial, intergenerational).

Qualifications

  • Bachelor’s degree in a relevant field (e.g., social sciences, international relations, development studies, administration, or related fields); a master’s degree is an advantage.

Skills and competencies:

  • Understanding/familiarity working with local organisations inspired by Catholic social teaching and Catholic Church.  
  • Thematic awareness or interest in areas such as sustainable livelihoods, climate change, water and natural resource management, indigenous rights, human rights, children’s rights and gender, governance, and disaster risk reduction.
  • Excellent IT skills, including proficiency in Microsoft Office Suite and online collaboration platforms (e.g., MS Teams, SharePoint, databases).
  • Strong organisational skills and attention to detail, with the ability to manage multiple tasks and deadlines.
  • Ability to work independently, take initiative, and proactively solve problems.
  • Strong communication and interpersonal skills, with a collaborative approach in multicultural settings.
  • Ability and willingness to travel to remote areas, sometimes at short notice and to risky areas.

Accountability and support

The Consultant will be directly responsible to CAFOD Andes Management, who will manage, supervise and support the contracted person. The Consultant will be subject to CAFOD's safety and security policies, and any other applicable policies while working with CAFOD.

 

Fees/Billing

The consultant will be remunerated against the delivery of monthly deliverables/work plan and must submit the corresponding invoice/payment request to CAFOD for the total of each payment due in relation to this consultancy.

 

Confidentiality and intellectual property

In the performance of this consultancy, all information received or obtained as a result of the contract shall be treated as strictly confidential, including information, analyses and materials produced within the scope of this provision of services, which shall remain the exclusive property of CAFOD. This intellectual property right shall remain valid even after termination of the contractual relationship. Disclosure of any material related to this consultancy shall only be permitted after written consultation with and prior written approval of CAFOD.
