Job Profile
The Programme Officer – Partnership and Programme Administration will support programme effectiveness in the South Sudan Country Office by coordinating partnership capacity strengthening, programme administration and compliance follow-up. Working with partners and CAFOD and Trócaire in Partnership colleagues, the post holder will support programme quality, safeguarding, grant management, partner monitoring, learning and accountability.
The role will maintain partner records, support country-office administration and contribute to the CTP South Sudan Programme Strategy 2024–2029, particularly on equitable partnership, localisation, programme quality and adaptive learning. The post reports to the Head of Programmes and has no budget-holding, contract-signing or payment-approval authority unless delegated in writing.
Key Responsibilities
Programme Administration, Systems and Compliance Follow-up (40%)
· Maintain accurate WebPromise records, including project registration, approvals, payment documentation, partner details, safeguarding profiles and financial health checks.
· Support documentation for project approvals, partner agreements, micro-grants and other delegated approvals, ensuring appropriate review and approval processes are followed.
· Maintain project-cycle, financial and performance tracking tools, including dashboards, and support timely project closure in WebPromise.
· Provide WebPromise induction and troubleshooting support to staff within the post holder’s access and training limits.
· Support teams to upload and maintain required project documentation on WebPromise.
· Support SharePoint document management in line with country-office standards.
Partnership Support, Capacity Strengthening and Learning (40%)
· Coordinate planning and logistics for programme-related meetings, as delegated.
· Promote partner networking, learning and good practice, and support compliance with programme quality standards.
· Support partner-led capacity-strengthening plans and follow up agreed actions with partners and programme teams.
· Capture and share partner feedback, learning and good practice.
· Track partner compliance requirements, including onboarding, POFPs and due diligence documentation.
· Support effective use of CAFOD systems for knowledge-sharing, decision-making and compliance.
Internal Coordination and Delegated External Representation (20%)
· When delegated, support communication with stakeholders including local government, networks, agencies, Caritas bodies and church dioceses.
· Act as operational focal point for START Network coordination, in consultation with the Head of Programmes and programme leads.
· Provide accurate information for fundraising, communications, publications and briefings.
Safeguarding
All CAFOD staff share responsibility for promoting and maintaining a strong safeguarding culture, including identifying the key actions required in line with their roles and responsibilities. This role supports safe, accessible, dignified and inclusive programming by following up safeguarding-related partner documentation and agreed actions under its remit, and by escalating concerns promptly through CAFOD’s safeguarding procedures and designated safeguarding channels
Job-Specific Competencies
· Degree in a relevant field, or equivalent professional experience; training in MEAL, organisational development, partnership management or capacity strengthening is desirable.
· At least five years’ relevant experience in programme administration, partnership support, capacity strengthening, programme quality, compliance, MEAL or grants management.
· Proven experience of delivering programmes through partner organisations in protracted conflict situations and complex emergencies.
· Strong understanding of programme quality, partner capacity assessment, MEAL and accountability to communities.
· Experience in strengthening the capacity of local partner organisations and national NGOs.
· Ability to deliver work within an agreed programme framework and use programme cycle management tools effectively.
· Strong analytical skills, including document review and report writing in English.
· Ability to work and travel in insecure environments and manage personal security, as well as the security of partners.
· Able to support colleagues and partners to complete agreed actions, adapting approaches respectfully where needed.
· Experience using grants, project-cycle, partner-management or information-management systems, and confidence in maintaining accurate records and tracking tools.
· Strong understanding of localisation, equitable partnership and partner accompaniment in complex or fragile contexts.
· Good understanding of the South Sudan operating context and protracted-crisis programming.
Desirable Criteria
· Experience using local partner capacity-building approaches and tools.
· Experience with church, Caritas, diocesan or civil society partners, and with CAFOD systems such as WebPromise or comparable systems.
