The Role

Purpose

The CDC Plus team manages a pool of resources for technical assistance projects within our portfolio and/or at the market level. The team specialises in operationalising value creation projects by supporting teams to identify, design and implement new initiatives, as well as working with external partners to incubate ideas and facilitate larger thematic programmes. https://www.cdcgroup.com/en/our-approach/our-approach-to-investing/our-investment-solutions/cdc-plus/

The Impact Executive will have a dual mandate:

  • Oversee CDC Plus’ Impact Measurement System, including managing facility monitoring, reporting and learning. The role involves delivering at pace as part of a small team of technical assistance experts working in close collaboration with investment teams, gender and climate teams, FCDO and other partners to support the collection and dissemination of CDC Plus results. The Impact Lead will also play a key role in ensuring CDC’s learning around impact is disseminated to CDC staff, as well as external stakeholders.
  • Provide leadership over the design, approval and implementation of high-quality TA projects in order to drive greater impact in CDC’s portfolio and address challenges to inclusive and sustainable growth in its sectors and markets.

The duties, tasks and responsibilities will vary to some extent depending on the portfolio of opportunities that arise and will, of necessity, remain flexible as strategies evolve. 

 

Responsibilities

Impact responsibilities (75% focus):

  • Provide oversight of CDC Plus’ impact measurement and learning functions, including updating templates, policies and systems as needed to ensure continuous improvement
  • Manage data collection, conduct analysis and develop recommendations for CDC Plus impact management across the TA portfolio
  • Support and coach CDC teams to design, develop, and/or commission impact chains, KPIs, data collection tools and evaluations for CDC Plus projects
  • Deliver team training on impact measurement and management when needed
  • Support the CDC Plus Director with the strategy and reporting of the facility (semi annual reviews for Exco and board, annual reviews for FCDO, input into CDC annual reports and other as needed)
  • Develop and maintain strong relationships with Development Impact teams within CDC in order to ensure the impact management approach of CDC Plus aligns with that of CDC
  • Identify and manage learning partners to deliver third party assessments of TA
  • Ensure high quality communications of completed CDC Plus projects,
    internal and external
  • Oversee tendering and contracting processes in line with CDC’s procurement procedures, and ensure any ethical considerations are appropriately managed
  • Represent CDC Plus in meetings, presentations and forums, as relevant to impact measurement and performance
  • Provide thought leadership on the use of technical assistance, lead on the creation of learning pieces for internal and external audiences.

TA Project responsibilities (25%):

  • Provide oversight of CDC Plus’ impact measurement and learning functions, including updating templates, policies and systems as needed to ensure continuous improvement
  • Develop and maintain good relationships with deal teams and other Impact Group teams
  • Work with deal teams and investees to design and facilitate approval of new TA projects, managing expectations of approval as needed throughout the project lifecycle
  • Oversee implementation of ongoing TA projects, escalating issues where required
  • Develop monitoring plans (including KPIs) for projects, and ensure timely and high quality reporting on ongoing and completed projects
  • Develop (or oversee development) of high quality internal and external communications for all projects he/she is managing
  • Represent CDC Plus in meetings, presentations and external forums relevant to the portfolio he/she is managing
  • Support CDC Plus Director and work with other team members on operational and strategic initiatives for the facility including forecasting, budgeting, processing payments, internal communication for the facility, external communication of the facility, stakeholder management and reporting, maintaining robust systems and processes etc.

 

The Candidate

Background

  • University degree (Business, Economics, International Development or similar)
  • A clear understanding of and alignment with CDC’s mission and purpose as a development finance institution.
  • Significant work experience in a relevant field, preferably within development, consulting or investment/financial services.
  • Work experience in developing countries, preferably in Africa and South Asia. We welcome applications from candidates based in South Africa, Kenya and India.

Technical Skills

  • Technical knowledge of impact measurement and management in a private sector development context
  • Ability to lead projects and commission impact assessments/evaluations from start to finish
  • Knowledge and ability to draw upon the existing evidence base concerning the impact of private sector investments and technical assistance projects
  • Capacity to build and maintain relationships across teams and with external stakeholders
  • Proven ability for problem solving including ability to take a proactively structured approach to research, analysis and decision making
  • Demonstrated project management skills and the ability to manage and progress a portfolio of projects at different stages, balancing competing demands
  • Strong communication skills – the ability to articulate complex development impact scenarios and impact measurement tools, experience writing publication quality materials, experience delivering polished presentations to senior stakeholders
  • Strong facilitation and coaching skills to support the learning and skills development of CDC Plus team, other CDC staff, and in some cases investees or third party grantees
