  • In the context of CDCs five-year strategy, our evolving focus on strategic value creation priorities (gender equality, human capital, climate and job quality), and the availability of grant funding to leverage and “scale” the impacts we can achieve, CDC is establishing specialist teams that will provide expertise for each priority area. This JD relates to the duties, tasks and responsibilities of the Job Quality Lead (JQL). The duties, tasks and responsibilities will vary to some extent depending on the interventions and activities that are being undertaken and will, of necessity, remain flexible as strategies evolve.
  • The role will provide leadership and guidance on CDCs approach to defining, measuring, promoting and creating quality jobs in our markets. The Job Quality Lead will be the key point of contact and influence across CDC in relation to job quality issues. However, it is recognised that delivery and success of CDCs job quality strategy will only be achieved through the combined efforts and leveraged experiences of staff across CDC, and the efficient and effective influence of CDC staff on investments and investees. 
  • Primary responsibility for ensuring compliance with CDCs Code of Responsible Investing, and in delivering transactional level improvements in job quality and value add will rest with CDCs ESR team, and the role will require particularly close and effective collaboration between JQL and the ESR team   



 The Job Quality Lead will:

  • Build a coordination function within CDC to articulate our priorities and core areas of focus on Job Quality (working closely with CDC’s ExCo, Board and in collaboration with CDC’s ESR and Development Impact teams)
  • Be the focal point for external communications about CDC’s Job Quality agenda – building on the work that CDC is already doing via its Responsible Investing, Development Impact and Research/Evaluations teams
  • Collaborate with others (principally ESR and DI teams) to identify and test initiatives within CDC’s portfolio/pipeline to create a world class approach to improving job quality in our markets
  • Report to CDC’s Development Impact Committee and DFID on the implementation and impact of the various initiatives CDC pursues to address job quality
  • Coordinate/commission research and dissemination of CDC’s Job Quality agenda and impact
  • Collaborate with other DFI’s/impact firms to mobilise and enhance job quality impact   


The Candidate


  • Proven record of delivering high performance programmes that address job quality in emerging markets
  • Strong private sector and investment-related experience in relation to job quality issues
  • Knowledge and experience of implementing international labour and social standards
  • Proven ability to collaborate effectively
  • A practical and results oriented individual who has a proven record of delivering effective and high impact solutions and change on the ground
  • Excellent listening and facilitation skills and an ability to deliver impact across matrix based organisations
  • Leadership and project management experience
