About the role

The Health, Safety & Wellbeing Officer will be responsible for developing and promoting a positive health, safety and wellbeing culture among staff, learners, employers, and subcontractor delivery partners. They will ensure compliance with health and safety regulations and promote safe working environments and practices for apprentices, employers, and JTL staff. This role plays a key part in supporting learners’ physical and emotional wellbeing and works closely with the Safeguarding Officer and Apprentice Wellbeing Manager to deliver robust learner support.

 

Key Responsibilities and Accountabilities: 

Compliance and Auditing

  • Maintain, review, and update JTL’s health and safety policies, procedures, and standards.
  • Maintain up-to-date knowledge of Health & Safety and sustainability legislation, good practice, and innovations. 
  • Conduct audits of Due Diligence packs to ensure subcontractor compliance with health and safety standards, and coordinate with delivery team managers to ensure ongoing monitoring and completion of development plans. 
  • Report on English employer Health and Safety Questionnaire (HSQ) and Welsh C03 completion and compliance, escalating risks and issues to the Apprentice Welfare Manager.
  • Provide advice and guidance to colleagues and relevant external stakeholders and monitor compliance regarding all risk assessments. 
  • Organise and conduct inspections, reviews, audits, and self-assessments across JTL and subcontractor sites to ensure compliance and identify areas for improvement.

Incident Management and Reporting

  • Promptly respond to and investigate all accidents, incidents, and near misses involving JTL learners or staff, including accidents that occurred in workplaces, JTL centres, and subcontracted provider premises.
  • Undertake thorough investigations to identify root causes, determine RIDDOR applicability, complete statutory reporting, and ensure all corrective actions are followed through. Maintain accurate, up-to-date records in line with regulatory requirements.
  • Compile and analyse data on accidents, incidents, near misses, and medical cases. Provide regular reports to management and stakeholders, including for internal audits and funding body requirements. 

Wellbeing and Support

  • Manage the end-to-end process for apprentice medical assessments, ensuring timely review and documentation. Liaise with relevant parties to clarify support needs and assess implications for training or workplace safety.
  • Work collaboratively with safeguarding colleagues to address combined safeguarding and health and safety issues, promoting a holistic approach and promoting teamwork. 
  • Manage a caseload of apprentices requiring health, safety or wellbeing interventions.

 

Person Specification:

Essential Requirements:  

  • Educated to NVQ Level 3 or equivalent with O Level/GCSE maths and English, or equivalent (A-C or 8-4)  
  • Demonstrable experience in a Health & Safety role with specific experience of accident investigations and RIDDOR reporting 
  • NEBOSH certificate or equivalent (or demonstrable extensive experience in managing health & safety operations, including RIDDOR and risk assessment responsibilities)
  • Good working knowledge of Health and Safety related legislation  
  • Excellent verbal and written presentation skills  
  • Excellent IT skills, including Word, Excel, PowerPoint and Outlook  
  • Driving licence and use of a car 

Desirable:  

  • Educated to degree level or equivalent  
  • Completion of a safeguarding qualification or demonstrable knowledge of handling wellbeing and safeguarding concerns in an education or training setting.
