Funding & Forecasting Manager

To manage the delivery of a professional, timely and accurate data claims process that enables JTL to secure the correct funding from ESFA. To build and manage effective relationships with data owners to ensure accuracy and validity of claims.

Key Responsibilities and Accountabilities:

  • Manage the effective and timely submission of JTL’s funding claims through both ILR and EAS to ESFA.
  • Establish and manage an effective funding claims process that facilitates the timely and accurate submission of an optimum claim for each period.
  • Monitor validation and datalock errors on a regular basis, and work with data owners to ensure that all issues are corrected by R12 (or R14 where this will not affect funding).
  • Manage the production of a suite of weekly and monthly reports to the Finance Team in line with the Service Level Agreement.
  • Reconcile MIS data with monthly ESFA funding reports and work with relevant stakeholders to maximise funding.
  • Ensure funding claims are compliant with the relevant ESFA/WG rules and regulations.
  • Work with key stakeholders to develop forecasting models for all JTL funding streams and regions, with agreed, documented assumptions.
  • Work with stakeholders to develop and maintain forecasting models at regional and national levels with agreed assumptions and evidenced-based profiles.
  • Work closely with Finance to produce robust, accurate in-year and future-year forecasts to agreed timescales.
  • Work closely with the Compliance Team to ensure that changes to ESFA/WG rules and regulations are fully understood, impact-assessed and communicated across the business as appropriate.
  • Manage the allocation and timely resolution of cases raised through JTL’s CRM, ensuring that stakeholders are kept abreast of case progress.
  • Monitor performance against contracts issued by ESFA, working with key stakeholders to understand challenges and likely outcome at performance-management periods.
  • Provide impact analysis and advice on new contracts/contract variations to the appropriate director responsible for signing ESFA contracts.
  • Manage and maintain MIS Application access rights.

Essential Requirements:

  • Educated to degree level or equivalent in a mathematical subject
  • Minimum 2 years management experience
  • Advanced IT skills, including experience with PICS or similar
  • Proven stakeholder engagement experience
  • Good communication and presentation skills
  • Verifiable experience in ESFA funding claims processes
  • Excellent knowledge of Government-funded training provisions and Funding Rules

 

Desirable Requirements:

  • Experience of external audits
  • Working knowledge of the building services engineering and related industries
