About the role:
This is an important and hands-on role at the heart of JTL’s approach to professional development. As Technical Specialist Training Manager, you’ll lead on strengthening how we develop, support, and up skill our teaching and assessment workforce.
You’ll design and deliver a high-impact professional development offer that helps staff build confidence, develop their practice, and stay up to date with sector expectations. From structured onboarding to role-specific CPD pathways and licence-to-practice qualifications, you’ll ensure our people have access to training that is meaningful, relevant, and aligned with our quality objectives.
Working closely with colleagues across Quality, Delivery, Curriculum, and Digital Learning, you’ll embed blended and reflective learning approaches that support staff at every stage of their journey, from induction through to long-term development. Whether delivering INSET sessions, overseeing internal training qualifications, or evaluating training impact, you’ll take a collaborative, insight-led approach to improving the quality of teaching, learning, and assessment across JTL.
Job Purpose:
The postholder will play a key role in strengthening and evolving JTL’s professional development approach, ensuring all teaching and assessment staff receive engaging, high-impact training that enhances teaching, learning, and assessment.
The postholder will build on existing initiatives, taking a strategic and innovative approach to modernising delivery methods, embedding reflective practice, and ensuring training has a measurable impact on staff development, apprentice success, and employer satisfaction.
A key responsibility will be to ensure that JTL’s Training Officers, Tutors, Functional Skills Tutors, Delivery Team Managers, and Heads of Delivery keep their technical and professional knowledge up to date, with structured CPD pathways that keep them informed of industry advancements and sector expectations. By promoting a culture of continuous learning and professional growth, the postholder will ensure JTL’s training provision remains forward-thinking, aligned with Ofsted best practice, and responsive to industry and educational demands.
Key Responsibilities and Accountabilities:
- Lead the development and implementation of JTL’s professional development strategy, ensuring all training and CPD activities are engaging, impactful, and strategically aligned with quality improvement objectives.
- Oversee the design and delivery of professional development programmes, ensuring they integrate compliance with best practice and support delivery staff in developing their vocational, pedagogical, and assessment expertise.
- Develop and implement a structured CPD programme that ensures teaching and assessment staff maintain up-to-date industry knowledge, teaching expertise, and assessment skills, while ensuring all professional development activities are delivered within budgetary constraints and provide maximum value and impact.
- Establish a comprehensive, structured onboarding and induction process that supports new teaching and assessment staff to quickly become confident in their roles, ensuring apprentices and employers benefit from high-quality teaching, learning, and assessment.
- Work with the Head of Quality, Delivery Team Managers, and Heads of Delivery to align training with probationary objectives, supporting new staff in their early development and long-term success.
- Oversee the development and coordination of CPD events, INSET days, and workshops, ensuring they provide practical, meaningful learning opportunities tailored to delivery roles.
- Enhance and embed blended learning approaches, ensuring professional development integrates digital learning, interactive workshops, and real-world application to maximise engagement and impact.
- Work with the Curriculum and Digital Learning team to expand JTL’s use of virtual learning platforms and e-learning tools, enhancing training accessibility.
- Oversee the design, delivery, assessment and quality assurance of internal training and ‘license to practice’ qualifications, ensuring delivery staff meet JTL’s teaching, assessment, and quality assurance standards.
- Ensure compliance with organisational, awarding body, and regulatory requirements, maintaining high standards across assessment, internal quality assurance, and teaching qualifications.
- Continuously review and enhance these programmes to keep them relevant, effective, and aligned with industry best practices.
- Develop a training impact evaluation framework, using qualitative and quantitative data to measure effectiveness and drive continuous improvement.
- Collaborate with Quality Improvement Managers, the Head of Quality, and Delivery Team Managers to assess the effectiveness of CPD in improving teaching, learning, and assessment quality.
- Use staff feedback to refine and enhance professional development activities, ensuring training remains relevant and responsive to delivery needs.
- Maintain a comprehensive training and qualification matrix, ensuring all staff meet mandatory requirements and have clear CPD pathways for development.
- Produce and present monthly management reports, providing insights on CPD participation, training impact, staff development progress, and compliance with mandatory training requirements.
- Work with the Head of Quality and Assistant Director of Operations to ensure CPD and professional development activities reflect Ofsted best practice and support continuous improvement in teaching, learning, and assessment.
- Ensure professional development initiatives drive ongoing improvements in vocational knowledge, pedagogy, assessment, and learner engagement, equipping delivery staff with the skills needed to provide high-quality apprenticeship training.
About you:
You’ll be a confident and experienced learning and development professional with a strong track record in designing and delivering CPD for teaching and assessment staff. You understand what effective teaching, learning, and assessment looks like in apprenticeship delivery, and know how to support others to get there.
With a sound understanding of the Education Inspection Framework, awarding organisation requirements, and current best practice in pedagogy and vocational education, you’ll bring credibility and clarity to the way we develop our people. You’ll be equally comfortable working with senior leaders and delivery staff, using your communication skills to influence, engage, and build buy-in for a culture of continuous improvement.

Person Specification
Essential Requirements:
- Degree-level qualification or relevant industry experience in education, training, learning and development or a related field.
- Teaching qualification at Level 4 or above (or willingness to work towards).
- Assessor qualification (e.g. A1, Level 3 TAQA).
- GCSE English A-C (9-4) or equivalent.
- Demonstrable experience in designing, managing, and delivering internal CPD and professional development programmes for teaching, training, or assessment staff.
- Excellent working knowledge of apprenticeships, Ofsted best practice, and the Education Inspection Framework (EIF).
- Excellent written and verbal communication skills, with the ability to engage and influence stakeholders at all levels.
- Proficient in using learning management systems (LMS) and digital learning platforms.
- Full UK driving licence and willingness to travel nationally.
Desirable:
- Leadership or management qualification (e.g., ILM, CMI Level 5 or above).
- Coaching and mentoring qualification (e.g. ILM, CMI Level 5 or above).
- Internal Quality Assurance qualification (e.g. V1, Level 4 TAQA) (or willingness to work towards).
- Advanced qualifications at Level 4 in Electrical and/or Mechanical services.
- Experience of digital learning design.
