The Public Finance and Institutions (PFI) programme are looking for an exceptional individual to further develop ODI’s growing body of work on decentralisation, local public finance and local service delivery. The successful candidate will also be required to work closely with teams a who are providing direct support to partner governments especially in Sub-Saharan Africa on related issues. 

About the Public Finance and Institutions team

ODI’s Public Finance and Institutions Programme has a strong reputation globally for delivering high-quality policy-relevant research on public finance and public management, and for providing direct support to strengthen the capabilities of governments. The team works to support improved fiscal policies and institutional reforms in low and middle-income countries that contribute to:

  • Fiscal sustainability and macroeconomic stability
  • High quality and well distributed public services and investments
  • More capable and legitimate states 

The team comprises researchers, project managers, communication specialists and a network of trusted associates. We have expertise across a whole range of public finance issues including budget and expenditure management, debt management, aid management, macroeconomic and fiscal management, intergovernmental fiscal relations, tax policy, and auditing of extractives and systems development.

Within ODI we have close links with a number of teams working on related challenges. These include the Politics and Governance and Development Strategy and Finance teams and the ODI Fellowship Scheme.

About you

The ideal candidate will have both a track record in developing policy-relevant research on decentralisation, public finance and public service delivery systems as well as direct experience working in government or related institutions engaging on governments on these topics

 

Knowledge and Qualifications

    • A strong post-graduate qualification in economics;
  • Extensive and deep knowledge of public finance and public service delivery systems and its role in supporting economic and social development 

Experience

  • Experience in research related to decentralisation, public finance and public service delivery demonstrated by a track record of publications and reports;
  • Experience working directly with policy makers working on public finance and public service delivery

Skills/Abilities

    • Strong analytical skills, a capacity to write clearly, and excellent organisational and oral communication skills
    • A demonstrated capacity for policy advisory or public-affairs work, based on an analytical approach, and an innovative and creative communications ability.
    • Project management skills
  • Ability to translate research ideas into fundable projects
  • Excellent communication abilities in relation to a wide variety of audiences
  • Skills in negotiation, listening, communication of ideas, problem solving, decision making

 

  • Ability to work as part of a team
  • Time management skills, including managing a complex and varied workload
