The Public Finance and Institutions programme are looking for an exceptional economist to further develop ODI’s growing body of work to support effective tax policy making. We are particularly interested to hear from candidates who would like to shape a programme of research and public affairs work looking at the role of tax systems and tax policy making in supporting economic growth. 

The successful candidate will also be required to work closely with teams who are providing direct support to partner governments around the world to make effective tax policy, as part of our ongoing collaboration with the Institute for Fiscal Studies on the Centre for Tax Analysis in Developing Countries (TAXDEV – more information here, on IFS’ website). 

ODI’s Public Finance and Institutions Programme has a strong reputation globally for delivering high-quality policy-relevant research on public finance and public management, and for providing direct support to strengthen the capabilities of governments. 

 

About you 

The ideal candidate will have both a track record in developing policy-relevant research on taxation as well as direct experience working in government or related institutions engaging on questions of tax policy.

 

Knowledge and Qualifications

  • A strong post-graduate qualification in economics;
  • Extensive and deep knowledge of tax systems and especially tax policy and its role in supporting economic and social development 

Experience

  • Experience in research related to taxation, demonstrated by a track record of publications and reports;
  • Experience working directly with policy makers working on taxation

Skills/Abilities

  • Strong analytical skills, a capacity to write clearly, and excellent organisational and oral communication skills
  • A demonstrated capacity for policy advisory or public-affairs work, based on an analytical approach, and an innovative and creative communications ability.
  • Project management skills
  • Ability to translate research ideas into fundable projects
  • Excellent communication abilities in relation to a wide variety of audiences
  • Skills in negotiation, listening, communication of ideas, problem solving, decision making
  • Ability to work as part of a team
  • Time management skills, including managing a complex and varied workload
