We are currently looking for a Procurement and Compliance Officer to join our Finance team. This is an exciting opportunity for someone with a passion for procurement and risk management who can ensure our processes align with regulations, promote compliance, and manage both procurement and operational risks. The role offers a chance to directly contribute to the strategic success of the College by supporting procurement activities, maintaining high standards of risk management, and promoting sustainability and value-for-money principles.

 

Key Responsibilities:

Procurement Responsibilities:

  • Support the College's procurement strategy, ensuring compliance with financial regulations and public procurement standards.
  • Manage procurement processes across the College, ensuring compliance with UK procurement legislation.
  • Support departments with procurement planning, supplier selection, and contract management.
  • Maintain a central contract register and ensure timely renewals and retendering.
  • Provide guidance and deliver procurement training across the College to build internal capacity.
  • Support sustainability and social value objectives in procurement decisions.

Risk Management Responsibilities:

  • Identify, assess, and mitigate procurement-related and operational risks to ensure compliance and protect the College from financial, legal, and reputational risks.
  • Support risk management strategies related to procurement and collaborate with cross-departmental teams to manage operational risks.
  • Work with the internal audit team to capture and report procurement-related risks.
  • Provide advice to senior management and Governors on risk management best practices.

Essential Skills & Experience:

  • Qualifications: AAT Qualified or CIMA/ACCA/CIPFA Part Qualified (or equivalent).
  • Procurement & Risk Management: Experience in procurement within a public sector or educational setting, or a willingness to work towards.
  • Compliance & Audits: Experience supporting audits or compliance reviews.
  • Skills: Excellent communication skills, both written and oral, and the ability to explain financial concepts to non-financial staff. Strong organisational skills, attention to detail, and the ability to prioritise effectively.
  • Knowledge: Familiarity with risk management practices and procurement regulations (UK public sector procurement law), and experience using e-tendering or contract management systems.
  • IT Skills: Advanced proficiency in MS Office, particularly Excel.

Desirable:

  • Working towards or a willingness to pursue a Procurement and Risk Management qualification.
  • Experience with Blu Qube Symmetry or similar procurement systems.
