Housing Officer - Projects & Relief

Internal Role Title: Neighbourhood Services Manager – Supported & Retirement Living (Projects & Relief)

Hours: 28 hours per week, Monday-Friday

Salary: £25,582 - £31,977 per annum plus car allowance of £1,818 per annum (salary offered dependent on experience)

Contract: Maternity cover until August 2025 (may be extended but not guaranteed)

You’ll be providing flexible relief cover across all Moat’s regions to ensure service levels and maintenance of key H&S compliance checks. You must have demonstrable experience of housing management contracts, tenancy, and lease agreements.

You’ll be supporting key community engagement initiatives across schemes and actively participating to help deliver key projects from Retirement Vision.

A good understanding of Landlord and Tenant legislation and procedure and of welfare benefits, particularly Housing Benefits are a must.

We support agile working, so you’ll be provided all IT equipment to work flexibly between your home and at our Dartford office.

Secondment to locations may occur at relatively short notice and vary in duration.

Your key tasks will include:

  • Ensuring our schemes are attractive and welcoming for our supported and retirement customers.
  • Partnering with the Moat Foundation Team to understand the needs and deliver innovative community engagement projects for our ageing retirement communities.
  • Work alongside colleagues to deliver projects from Retirement Vision
  • Carrying out scheduled estate inspections and monitoring of neighbourhood service contracts with customers, including cleaning and gardening. Implement corrective actions and devise (and agree) plans for improvement to service provision where necessary.
  • Handling leasehold and tenancy related enquiries in accordance with contractual requirements and service standards, taking in account the more intensive level of support required by the vulnerability of the customer base.
  • Ensuring that managing agents comply with their contractual obligations, monitor the quality of works undertaken and seek to ensure value for money.
  • Taking ownership of ASB and other tenancy breaches, taking enforcement action as necessary including court attendance.
  • Managing the void process for all properties; carrying out pre-void inspections and accompanied viewings. Attend referral meetings and work with support providers to ensure appropriate lettings are made. To sign-up new customers ensuring void turnaround times are minimised.
  • Ensuring new customers understand both their own, and Moat’s, responsibilities, and requirements under their tenancy arrangements.
  • Fulfilling our safeguarding obligations in accordance with The Care Act 2014, ensuring that vulnerable residents are signposted to key agencies. Provide appropriate support in our capacity as landlord.
  • Ensuring schemes are compliant with our health and safety obligations, following Moat’s health and safety procedures. Conduct regular health and safety inspections, ensuring that customers have a PEEP in place if necessary.
  • Responding to service-related complaints and queries from customers

 

You’ll have:

 

  • A good standard of education, with excellent verbal and written skills.
  • An excellent understanding of occasions that require liaison with Social Services (e.g child protection, domestic violence)
  • A willingness to study for ARLA, IRPM, or CIH-related qualification at NVQ L3, if not already qualified.
  • Access to transport and a Full UK Driving Licence. Willing to be seconded to any Moat location to provide cover as necessary. This may be for short stays of a few days, or for more extended periods.
  • An ability to undertake work outside of normal office hours to meet the needs of the business.
