Building on our continued success, we are looking for a professional to join our team as a SCADA SME to be based in our Sacramento location

Working as part of the integrated High-Speed Rail Systems Engineering project team, you will work under the general direction of the Director of Rail Engineering. The Supervisory Control and Data Acquisition (SCADA) Subject Matter Expert (SME) is responsible for providing the technical design, and engineering requirements to support the development of the SCADA systems’ technical requirements in compliance with any applicable state and federal statutes, the California High-Speed Rail Authority’s design criteria and specifications, national and international standards and best industry practice. The SCADA SME works in the Rail Engineering section, which is part of the California High-Speed Rail Authority’s Rail and Operations Delivery Branch.

Key Accountabilities

You'll work as part of the integrated High-Speed Rail Systems Engineering project team to deliver a high-speed rail system which meets the business requirements established by the California High-Speed Rail Authority.

  • Establish and develop performance specifications and design criteria for SCADA systems described within California High-Speed Rail contracts.
  • Monitor and review the deliverables of the regional teams and contractors to provide that work is being performed in accordance with specifications, drawings, and terms of contract. Performs quality checks of reports, plans, calculations, specifications, and estimates of SCADA projects.
  • Work with the Authority and its strategic partners in ancillary high-speed rail program initiatives.
  • Provide guidance and leadership to SCADA and high-speed rail systems and engineering team members. Mentoring and advising staff regarding various FRA, AREMA, Class I Railroad and Passenger/Commuter Railroad requirements and preferences, along with international best practice.

Job Skills, Experience and Qualifications

You will have relevant knowledge of design, construction, testing and commissioning of 25kV railroad SCADA systems and equipment. Detailed knowledge of the technical specifications and design criteria and the applicability of those systems and equipment in so far as railroad operations and maintenance. Knowledge of the interfaces between SCADA equipment and other high-speed rail systems such as traction power, signaling and telecommunications, while having the ability to, utilize sound railroad electrical engineering practices and knowledge to review developed requirements, specifications, designs and reports and to be able to interpret those technical requirements for compliance with statute, national and international design standards and best industry practice.

  • Bachelor’s or master’s degree in electrical/electronic, mechanical, computer, systems engineering or related engineering discipline.
  • Professional Engineer (PE) license or Chartered Engineer (CEng) status.
  • Experience of SCADA systems in heavy rail and/or high-speed rail systems.
  • Experience in the development of SCADA specifications.
  • Understand integration of other disciplines such as traction power, track, signals and communications.
  • Knowledge of SCADA software and hardware.
  • Experience with SCADA system installation, staging, estimating, testing and verification.
  • Candidates should possess a thorough understanding of the workings of various SCADA systems and be capable of performing analysis of failures.
  • Knowledge/experience of the US railroad industry and/or international railroad systems.
  • Knowledge of railroad operations.
  • Ability to maintain good communication skills and working relationships with management, other divisions, districts, federal and state agencies, local agencies and private sector contractors, subcontractors and suppliers and their associations.
  • Proficiency and knowledge of office-related computer software applications.
  • Membership of relevant professional body
