Infrastructure Maintenance and Management Director - 1 year secondment

Network Rail Consulting is able to draw on Network Rail’s extensive experience and success in owning, operating and maintaining the UK’s rail network.

A highly skilled multi-disciplinary team from Network Rail Consulting has been deployed to Saudi Arabia on a long-term basis to work closely with SAR to help it achieve their vision and goals.

The key outputs of the project are: Technical content - the delivery of all management systems, business processes and technical procedures. Provision of key staff for technical assistance and interim management roles in support of SAR’s operations, maintenance and organisational growth. Training - the delivery of a comprehensive package of competency management and training programmes for infrastructure operations and maintenance.

The Saudi Railway Company (SAR) is a nationally important infrastructure project supporting the growth and diversification of the Saudi Arabia. The railway will provide a mixed traffic railway consisting of a heavy haul freight network for the movement of bulk minerals and freight (containerised and general), together with long distance passenger services.

Your new role:

As an experienced Infrastructure Maintenance Delivery Manager, are you looking for a 1 year international secondment in a unique environment, where you can still keep your substantive post in NR?

Your Role:

Lead and direct the Infrastructure Maintenance department that supports the safe, sustainable, reliable and efficient provision and operation of fixed rail infrastructure including, Track assets, Earthworks and Structures, Signalling and Telecommunications equipment, Maintenance of Way equipment, On Track Machines, Track Inspection Vehicles, Rolling Stock Depots, Stations, Offices and Maintenance Depots.

Key Accountabilities:

  • Direct the management of safety within the Infrastructure Maintenance Department and act as a role model in the promotion of safety and environmental excellence across all areas of control
  • Inspire excellence in the quality of service provided to SAR’s internal and external customers
  • Direct the Infrastructure Maintenance team to achieve business and functional objectives and meet key performance measures
  • Monitor Infrastructure Maintenance business unit performance through periodic reviews
  • Lead delivery of maintenance in compliance with policies, procedures and standards and direct the effective management of contracts
  • Lead and direct the development and implementation of safety, asset performance, reliability, productivity and efficiency initiatives. In conjunction with internal customers, create plans that address customer needs and performance issues
  • Provide input into business plans, policies and network strategies
  • Undertake safety tours and set the framework for safety, work quality and condition checks within the Infrastructure Maintenance department
  • Develop and implement the facilities maintenance contracts so that safe, reliable and cost effective services are provided
  • Lead and direct the implementation of facilities strategies to increase efficiency of the workplace environment with the aim of reducing operating expenditure, improving sustainability and improving customer satisfaction

QUALIFICATIONS:

Chartered member of relevant professional body or equivalent experience.

Degree qualified or equivalent experience.

EXPERIENCE:  

Significant successful experience in management in a dynamic complex environment.

Able to demonstrate in depth experience of health and safety management and compliance management processes.

Successful experience of managing business unit financials.

COMPETENCIES:

Recognised maintenance leadership capability.

Significant knowledge of the rail industry.

Knowledge of relevant standards and procedures.
