Head of Operations Delivery - 1 year secondment

Network Rail Consulting is able to draw on Network Rail’s extensive experience and success in owning, operating and maintaining the UK’s rail network.

A highly skilled multi-disciplinary team from Network Rail Consulting has been deployed to Saudi Arabia on a long-term basis to work closely with SAR to help it achieve their vision and goals.

The key outputs of the project are: Technical content - the delivery of all management systems, business processes and technical procedures. Provision of key staff for technical assistance and interim management roles in support of SAR’s operations, maintenance and organisational growth. Training - the delivery of a comprehensive package of competency management and training programmes for infrastructure operations and maintenance.

The Saudi Railway Company (SAR) is a nationally important infrastructure project supporting the growth and diversification of the Saudi Arabia. The railway will provide a mixed traffic railway consisting of a heavy haul freight network for the movement of bulk minerals and freight (containerised and general), together with long distance passenger services.

Your new role:

As an experienced Head of Operations Delivery are you looking for a 1 year international secondment in a unique environment, where you can still keep your substantive post in NR?

If so, we are looking for enablers. Individuals that understand what railway operations really means. Individuals that can take all their Network Rail acumen and bring it into our clients to show them what good really looks like.

Key Accountabilities

  1. Direct the management of safety within the geographical area and act as a role model in the promotion of safety and environmental excellence across all areas of control.
  2. Direct the area team to achieve business / functional objectives and meet key performance measures.  Create and engaged, working environment in line with company values.
  3. Create a culture to enable customer and frontline employee feedback to be reflected in policies and procedures to deliver continuous performance improvement.
  4. Achieve financial, technical, safety and customer satisfaction targets agreed with SAR.
  5. Lead delivery of operations in compliance policies, procedures and standards and direct the development of disaster and incident management plans.  Support the on-site management of recovery from major incidents.
  6. Manage the development and implementation of safety, train performance and customer satisfaction, initiatives.  With the Head of Maintenance Delivery, create plans to address customer needs and performance issues.
  7. Lead real-time delivery of train performance and implement processes to deliver continuous improvement.
  8. Provide input to business plans, policies, standards and network strategies.
  9. Act as the Designated Competent Person (DCP) for both formal and local investigations.  Report on accidents/incidents and undertake investigations as required.
  10. Undertake safety tours and set the framework for safety and work quality check within the team.

Job Skills, Experience and Qualifications Essential


  • Chartered  member of relevant professional body or equivalent experience
  • Significant successful experience in operational management in a Safety Critical Industry
  • Recognised operational delivery leadership capability
  • Able to demonstrate in depth knowledge and experience of health and safety management and compliance management processes.
  • Proven ability to influence decision making and build cross functional / cross company relationships
  • Proven track record of customer relationship management
  • Significant knowledge of rail industry
  • Successful experience of managing business unit financials
  • Able to demonstrate understanding of NR safety management system


  • In-depth understanding of the railway industry and its needs and interfaces
  • Knowledge of relevant standards and procedures
  • Experience of managing ERTMS based operations
