Head of Compliance and Regulation

SIS has been a trusted partner to the global betting industry for over 35 years, supplying horse and greyhound racing to both online and retail betting operators.  SIS provides betting operators with an end-to-end solution for racing that includes, data, live streamed video and a comprehensive range of fixed odds early prices and derivatives, all combining to create content that delivers profitable betting.

Building on its heritage in providing horse and greyhound racing content to UK and Irish retail bookmakers, SIS has expanded its customer base to include UK and international online and retail operators and we now distribute betting content to over 400 customers in 50 countries and our reach continues to expand.

Our product range isn’t just about racing - we offer numbers draws products and a suite of e-sports betting products built specifically for sportsbooks, featuring live head-to-head video game competitions on popular titles appealing to both sports bettors and e-sports bettors.

SIS is a company principally owned by the world’s leading fixed odds bookmakers, with approximately 60% of our shares distributed between Entain Group (Ladbrokes/ Coral/ bWin /Sportingbet/Neds/Betdaq), William Hill and Betfred. As well as our shareholders, our customer base includes all major betting organizations worldwide, from the Flutter group (TVG / PaddyPower / Skybet/ Betfair /Pokerstars / Sportsbet) to the world’s largest online bookmaker, bet365; from Codere in Spain and Latin America to Tabcorp in Australia.

SIS has 350 employees with offices in London, Manchester, and Milton Keynes in the UK, with our recently launched US subsidiary having its office in Louisville, Kentucky, home of the Kentucky Derby.  Our sales representatives cover the world from 5 different countries, with more planned.

As a B2B provider, SIS has not historically required gambling licences but the combination of the acquisition of 49’s Limited, a live draw provider licensed by the Gambling Commission of Great Britain, and our exciting expansion into the US and further jurisdictions, where regulation requires SIS to hold licences, means that we are now looking for the right person to set up our Compliance and Regulatory function.

Preferred location: London - you will be able to combine working from home with attending one of our offices as and when needed. Initially we’d expect you to be in the office around 3 days a week so as to build relationships with colleagues and learn how we do things.  We’d expect there to be international travel as our licence portfolio develops.

In line with the SIS Values, the main responsibilities of the Head of Compliance and Regulation are set out below.

The successful candidate will have two main areas of responsibility – licence acquisition and ongoing licence compliance. As this is a new function for SIS there’ll be plenty of opportunities to shape the role and the function and it’s key that you are excited by this.

Licence Acquisition will include:

  1. Responsibility for leading all licence applications outside the USA, including:
    1. Recommending to senior management suitable local advisers; and
    2. working with such advisers and colleagues both in the UK and locally to ensure a successful application.

2. Acting as central point of contact and support for our US licensing team as they apply for licences in multiple US states and providing liaison between the US team and the UK-based senior management team.

3. Both functions will require some project management experience to co-ordinate inputs from internal stakeholders (such as Product, Sales, and Legal teams) and external stakeholders (such as shareholders) to support the licence application process.

Licence Maintenance will require:

  1. Being the main point of contact for regulators outside the USA;
  2. Supporting the US team in their dealings with local regulators;
  3. Ensuring all regulatory filings are filed correctly and on time;
  4. Ensuring policies and procedures are in place and communicated and adopted within the business to ensure continued compliance with licensing regulations
  5. Reporting on compliance matters to the SIS Board;
  6. Maintaining the compliance risk register in accordance with the SIS risk management process;
  7. Advising the senior management team on regulatory changes, as appropriate.
  8. Participation in the internal arrangements required to demonstrate compliance with Gambling Commission licence requirements regarding information security.

  1. Previous online gaming industry background, with good awareness of current global issues affecting online gaming and some understanding of the technology underlying online and virtual gaming products;
  2. A proven ability to work with colleagues at all levels both within the organisation and externally – we’ll need you to be flexible enough to take the initiative and to work effectively as part of a team;
  3. Strong analytical and communication skills with experience of understanding, interpreting, explaining, and applying complex processes, legislation, or regulation;
  4. Capability of working with external third parties such as regulators, external lawyers and advisers, and shareholders and their legal and compliance teams;
  5. Fluency in English– if you can speak another language so much the better; and
  6. That you are well organised, able to plan and prioritise work schedules and individual tasks.

It’s likely that you’ll be a qualified lawyer but even if you’re not, if you can show the necessary experience and knowledge, we’d be delighted to talk to you.

Salary is market-related and dependent on experience.

The role will require you to hold a Personal Management Licence issued by the Gambling Commission.
