We’re looking for an experienced Strategic Policy Lead to help strengthen the connection between strategy, policy, insight, performance and delivery, ensuring our policies and procedures are clear, evidence-led and capable of improving both the experience and outcomes of our customers.

This is a hands-on role with organisation-wide impact.

You’ll take ownership of Moat’s Policy and Procedure Framework, ensuring policies are aligned to strategic priorities, informed by data, insight and organisational learning, and translated into practical delivery expectations.

Working closely with senior leaders and colleagues across the organisation, you’ll help embed a culture where policy is used as a practical tool for delivery, improvement and accountability. You will be comfortable with triangulating performance information, customer and colleague feedback, complaints, assurance findings and operational insight to understand what is happening, why it’s happening and where improvement is needed.

What you’ll be doing

  • Leading the development and continuous improvement of Moat’s Policy and Procedure Framework
  • Ensuring policies and procedures align to strategic priorities and support delivery of customer outcomes
  • Translating organisational ambitions into clear policy positions, delivery expectations and operational practice
  • Leading the drafting and development of complex policies and procedures across the organisation
  • Acting as Moat’s central point of expertise for policy and procedure development
  • Supporting colleagues to strengthen the connection between strategy, policy, insight, performance and delivery
  • Embedding consistent standards, templates and approaches across the organisation
  • Designing and delivering training and guidance to improve organisational capability
  • Working with colleagues across performance, insight, assurance and operational teams to ensure policies are measurable and effective
  • Using data, customer insight, feedback, complaints and organisational learning to identify opportunities for improvement
  • Supporting a culture of continuous improvement, ensuring policies evolve in response to evidence, learning and changing organisational needs.

 What you’ll bring

  • Demonstrable experience developing, implementing and managing policy frameworks within a complex organisation
  • Strong experience drafting high-quality policies and procedures, translating complex information into clear, practical outputs
  • Experience developing evidence-led policy informed by data, customer insight, feedback, assurance findings and operational learning
  • Experience translating strategic priorities into effective policy and procedural frameworks
  • Strong stakeholder management skills, including influencing and constructively challenging senior colleagues
  • Experience improving consistency, standards and organisational approaches across multiple teams or services
  • Strong understanding of governance, assurance and the role policy plays in supporting delivery, accountability and continuous improvement
  • Experience using evidence, insight and organisational learning to drive policy improvement and better outcomes
  • Excellent written, verbal and interpersonal communication skills
  • Experience working within social housing, or another regulated environment, is desirable.
